How can we prevent the preacher from the Koran book burning on the anniversary of 9/11?

Hasn't his request for a bonfire permit been denied. Couldn't the Police and fire department be standing by and at any sign of a fire couldn't they rush in spray him with a fire extinguisher and arrest him for violating the ordinance?
